Changing PC Minutes – needs explanation!

I am confused as to which minutes are valid and can they be changed has happened? If anyone knows what is correct please mail me and then I will correct this post with the facts.

Firstly, I requested the unconfirmed minutes from the Parish Council for the meeting held on the 3rd August.   I was advised they were on the website, this is how Item 10 was written:

10. At 22:05 the meeting moved to Separate Business: Pursuant to 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and Standing Order 11a, the public and press left the meeting during the consideration of:
i) To discuss computer and IT provision
ii) To authorise the Clerk to purchase new equipment and services as agreed
There being no further business the meeting closed at 22:45hrs.

Today, I revisited the URPC website and there is a revised Item 10 with a new Chairman for the same meeting (Chairman is irrelevant to the main point).

10. At 22:05 the meeting moved to Separate Business: Pursuant to 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and Standing Order 11a, the public and press left the meeting during the consideration of:
i) To discuss computer and IT provision – It was agreed to move the Parish Council website hosting to Nettl, Gloucester.
ii) To authorise the Clerk to purchase new equipment and services as agreed – It was agreed that the Clerk could spend up to £250 on website hosting and website changes.

There being no further business the meeting closed at 22:45hrs.

When I e-mailed the Chairman about the website hosting, I received this e-mail dated 25th September. This e-mail followed the Council meeting on the 21st September when the decision was actually made (or so I am led to believe) and not the 3rd August which has been added retrospectively to the 3rd August minutes. Why is any of this a concern? Only in that the minutes are supposed to reflect what happened at the meeting.

Thank you for your email.

I wish to inform you that at the Parish Council meeting on 21st September it was unanimously agreed that the council would move the provision / hosting of the parish clerk’s email and the parish council website to Nettl.

I am a loss of which version reflects the truth published by the Parish Council.

Footnote, the reason for this NEWS item is that the URPC wanted a new website host, which is their prerogative. Unfortunately, they copied the whole website off my server without authorisation. They off course could have had it, if only they had asked and followed some kind of protocol.
